David Hirst

Portfolio Manager, UBS Long Income UK Property Fund

David Hirst is the Portfolio Manager for the UBS Long Income UK Property Fund, which forms part of the Real Estate & Private Markets (REPM) business within UBS Asset Management (UBS-AM). David chairs REPM's Global Real Estate Sustainability Workgroup and is a member of UBS Group's Sustainability Forum, as well as AREF's Public Affairs and ESG Committees. Since joining UBS-AM in 2006, He has held a number of different functions, including Head of Operations for Real Estate UK (2009–2019) and Legal Counsel for Real Estate Continental Europe (2006–2009).

Having joined Sodexo’s Justice Services in 2008 from the 3rd Sector where Angela was Head of Strategic Development for a national Social Enterprise, Angela has held a variety of senior posts across Sodexo’s custodial estate in Scotland and Western Australia, and more recently, leading Business Development activity across Justice & Government/Defence since 2017. Sodexo’s Social Value ethos has been core to its mission 1966 - fully committed to further demonstrating its social impact on its people and communities where it operates.

Anna McChesney-Gordon

Head of Consultancy, Social Value Portal

The Social Value Portal’s consultancy team supports organisations at different stages on their social value journey. The real estate sector is a significant one for the team and workstreams include supporting developers to produce a needs-based Social Value Statement for planning applications and also conducting social value assessments on assets so investors understand how they are benefiting local people and communities. Anna has 10 years’ experience in the VCSE sector brokering partnerships between the public and private sector, with a particular focus on criminal justice and young people.


Terry Brewer

Head of Public Sector Delivery, Social Value Portal

Terry is Head of Public Sector Delivery for the Social Value Portal and former Chair of the LGA’s Social Value Task Force. Up to June 2017, Terry was Divisional Director Commercial, Contracts and Procurement at LB Harrow and also ran LB Brent’s Procurement Team under a fully shared service. Prior to this he was respectively Chief Procurement Officer for the LB Camden, CEO of Firebuy and Head of Procurement for London Fire Brigade. Terry has held a number of Regional and National roles including Chair of the London Heads of Procurement Network and Deputy Chair of the Local Government.

Rachel Morgan

Procurement Manager, West Midlands Combined Authority

Rachael is a procurement professional with over 17 years of public procurement experience. She currently manages a team of 8 procurement professionals and is also the chair of the WMCA Social Value Taskforce Group. In 2018, Social Value Taskforce Group launched their Social Value Policy. Since the implementation of the policy, the WMCA Procurement Team have secured £2,792,093 of social value commitment within awarded contracts, with £2,085,751 social value commitments already delivered across the West Midlands to date.

Rose is a researcher at Demos, working on a range of projects across the Empowered Citizens, Inclusive Communities, and Shared Prosperity programmes. Prior to joining Demos, she worked on a range of projects on public service transform at the think tank Reform, specialising in government procurement.

Matthew Fell

Chief UK Policy Director, CBI

As Chief UK policy director Matthew is responsible for developing and shaping the CBI’s domestic policy agenda, including People and Skills, Infrastructure and Innovation. He also leads the CBI’s work on industrial and regional policy. Matthew joined the CBI in 1999 and has covered a range of business sectors including manufacturing, small business and financial services. As director for competitive markets Matthew led the CBI’s work on competition, regulation and corporate governance as well as campaigns to champion the UK's mid-market and the "Great Business Debate" to build public confidence in business. Immediately prior to taking up his current role, Matthew was Chief of Staff with responsibility for the CBI’s strategy, people and governance.


Johnny Roscoe

Performance Coordinator, Scape

Johnny has worked as a Performance Coordinator at Scape since January 2018, having previously spent nearly 5 years at Nottinghamshire County Council. His role at Scape is to coordinate and conduct operational activities relating to the compliance and performance management of the frameworks, supporting the Scape Procure team to drive partner collaboration and client project successes. He has also worked with the Social Value Portal to incorporate the National TOMs into Scape’s frameworks.

Ben Glover

Senior Researcher, Demos

Ben Glover is a Senior Researcher at Demos. He has led research projects across a range of policy areas including housing, welfare reform and local economic growth. Most recently he wrote Value Added, setting out how to more deeply embed social value in public procurement. He previously worked as a fast stream civil servant and in Parliament for an MP.


Darren Knowd

Chief Procurement Officer, Durham County Council

Darren Knowd, is Chief Procurement Officer at Durham County Council who were awarded the Cabinet Office first ever award for Social Value Leadership for an Organisation in 2016. He leads all procurement activity at the County Council who spend over £500M annually in supplies, services and works. Darren also represents the North East region on the LGA National Advisory Group for Local Government Procurement and is the Chair of the National Social Value Task Force on behalf of LGA. He was previously Head of Procurement at several District Councils prior to the establishment of the unitary council and during this period he completed his MBA at Durham University Business School.



Agnese Mizia

Head of Research and Innovation, Social Value Portal

Agnese is Head of Research and Innovation at the Social Value Portal, where she leads the development work on social value design and measurement solutions. With 10 years’ experience in socio-economic research and social innovation, Agnese’s work focuses on valuation methodologies and research partnerships. She has led the technical development of the National TOMs Framework for social value measurement. Agnese has previously worked as a researcher in academia and as an innovation consultant with a focus on the third sector.
